According to a new study from Polyana.ai, nearly half of Russian micro- and nano-bloggers with audiences over 10,000 people have not yet registered with Roskomnadzor. The research highlights that only 51.4% of eligible influencers are listed in the official registry as of April 14, 2025.
Polyana.ai analyzed accounts with over 10,000 followers that had posted content since January 2025. The platform excluded bloggers operating on services not included in the RKN registry and focused on YouTube, TikTok, Telegram, VKontakte, and various blog categories including lifestyle, fitness, entertainment, business, cinema, food, and science.
The findings showed that among bloggers with up to 100,000 followers, 54% have not registered. Among those with more than 100,000 followers, about 40% remain outside the legal framework.
Telegram had the highest compliance, with 91.9% of its influencers registered. This may be linked to Telegram’s recent system launch to label RKN-registered channels.
VKontakte had the most pages in the study, but 53.654% of bloggers with up to 100,000 followers% of them are still unregistered. YouTube showed better results, with 60% of its pages already in the registry. TikTok had the lowest compliance rate—only around 18% of accounts are registered.
On April 21, Roskomnadzor reportedly received between 1,500 and 4,000 applications daily from bloggers seeking to join the registry. Zen also added a feature allowing registered bloggers to display an A+ mark on their channels.
